Purpose
To assist the Board of Directors by preparing policy alternatives for deliberation on issues of restoration and enhancement, and in the development of environmental policy when requested.

Quorum rules
A quorum consists of 50 percent of the authorized membership plus one (eight members).

Membership is comprised of fifteen at-large members. Members include locally elected officials, local agency representatives, and community advocates.
